From the recording Songs of Rabble and Roots

The idea for this song came at a time when the nation was hotly debating whether or not to allow immigrants and refugees into the country. I heard a financial planner use the economic metaphor, 'a rising tide floats all boats', which conjured recollections of harbors I'd seen where the tide rises and falls to either float, or strand small colorful boats, each as different as the next. It occurred to me that, like those boats, we either float on a sea of caring for each other or strand ourselves in its absence.
